Vic­to­ria just tight­ened who can claim the Solar Homes hot water rebate, the com­bined house­hold income cap dropped from $210,000 to $150,000 on 1 July 2026. If your house­hold is now locked out, the sto­ry does­n’t end there: the fed­er­al STC rebate and the Vic­to­ri­an Ener­gy Upgrades (VEU) dis­count aren’t income-test­ed at all, and togeth­er they can still cut a heat pump’s installed cost by rough­ly $1,500 to $1,800 before you’ve touched a sin­gle dol­lar of the Solar Homes pro­gram. But the num­ber that actu­al­ly mat­ters long-term isn’t the rebate, it’s the run­ning cost. Hot water is typ­i­cal­ly 15 – 30% of a home­’s total ener­gy use, and a heat pump run on your own day­time solar can push that close to $50 – $100 a year, against $600 – $900 for a com­pa­ra­ble gas system.

Does a Heat Pump Hot Water Sys­tem Actu­al­ly Pay for Itself?

Yes, typ­i­cal­ly in 3 to 6 years with­out any rebate at all, and 2 to 4 years once the avail­able rebates are stacked.

A heat pump moves heat from the sur­round­ing air into your water tank rather than gen­er­at­ing heat direct­ly, which is why it uses rough­ly a third of the ener­gy of a stan­dard elec­tric resis­tance sys­tem for the same hot water out­put. Against gas, the gap is small­er per unit of ener­gy but still mean­ing­ful­ly in the heat pump’s favour once you account for the fixed dai­ly gas sup­ply charge, which dis­ap­pears entire­ly if hot water is the last gas appli­ance in your home. Run a heat pump on day­time solar rather than flat-rate grid pow­er, and the run­ning cost drops again, often to $50 – $100 a year.

What Actu­al­ly Changed on 1 July 2026?

The rebate amount did­n’t change. Who qual­i­fies for it did.

Solar Vic­to­ri­a’s com­bined house­hold income cap for both the solar pan­el (PV) rebate and the hot water rebate dropped from $210,000 to $150,000 a year on 1 July 2026. If your house­hold sits above that new thresh­old, you’re no longer eli­gi­ble for the Solar Homes hot water rebate specif­i­cal­ly, but the rebate val­ue itself, up to $1,000 for an eli­gi­ble sys­tem or $1,400 for a local­ly made one, has­n’t shrunk for any­one who still qual­i­fies. The gov­ern­ment has also con­firmed an addi­tion­al 27,000 hot water rebates will be released across 2026 – 27, so the pro­gram isn’t wind­ing down, it’s being aimed more tight­ly at low­er and mid­dle-income house­holds. What Rebates Are Still Avail­able Regard­less of Income?

Two of the three avail­able dis­counts have no income test at all.

The fed­er­al Small-scale Tech­nol­o­gy Cer­tifi­cate (STC) scheme applies to every eli­gi­ble house­hold regard­less of income, and typ­i­cal­ly dis­counts a stan­dard heat pump sys­tem by rough­ly $950 to $1,200, based on cur­rent Clean Ener­gy Reg­u­la­tor cer­tifi­cate pric­ing, which is capped at $40 per cer­tifi­cate exclud­ing GST. Vic­to­ri­a’s Ener­gy Upgrades (VEU) pro­gram sits along­side it, adding up to a fur­ther $630 off the installed cost, also with no income test. Stack those two togeth­er and most Vic­to­ri­an house­holds, what­ev­er their income, are still look­ing at a mean­ing­ful­ly low­er out-of-pock­et cost than the stick­er price, the Solar Homes rebate is valu­able on top of that, but it’s not the only lever, and it’s worth an installer walk­ing you through the STC and VEU num­bers specif­i­cal­ly rather than only quot­ing the Solar Homes figure.

How Much Does It Actu­al­ly Cost, and What Do You Get Back?

A ful­ly installed heat pump hot water sys­tem in Vic­to­ria typ­i­cal­ly lands around $3,000 to $4,500 before rebates. After the STC dis­count (rough­ly $950 to $1,200) and the VEU dis­count (up to $630) are applied, that puts a typ­i­cal out-of-pock­et cost some­where in the range of $1,200 to $2,900, though this varies enough by house­hold and installer that it’s worth treat­ing as a start­ing esti­mate rather than a quote.

The exact fig­ure depends on tank size, house­hold hot water use, and whether your exist­ing sys­tem needs any addi­tion­al plumb­ing or elec­tri­cal work to swap over. Where Does the Bat­tery Fit In?

The bat­tery mat­ters less for hot water than it does for EV charg­ing or evening back­up, but it still clos­es a real gap for larg­er households.

Because a heat pump’s heat­ing cycle is flex­i­ble, most house­holds can time it to run entire­ly with­in solar hours with­out need­ing stored bat­tery pow­er at all. Where a bat­tery adds val­ue is for larg­er house­holds run­ning two heat­ing cycles a day, or for any­one who’s already sized a bat­tery around evening back­up and EV charg­ing and wants the hot water sys­tem fold­ed into that same self-suf­fi­cient load, rather than pulling a small amount from the grid every after­noon. Is This Actu­al­ly Becom­ing Manda­to­ry Soon?

For gas hot water specif­i­cal­ly, yes, on a fixed timeline.

From 1 March 2027, under Vic­to­ri­a’s Gas Sub­sti­tu­tion Roadmap, gas hot water sys­tems in exist­ing Vic­to­ri­an homes must be replaced with an effi­cient elec­tric alter­na­tive, such as a heat pump, once that sys­tem reach­es end of life. This isn’t a ret­ro­spec­tive man­date forc­ing any­one to rip out a work­ing sys­tem ear­ly, but it does mean that a gas hot water sys­tem installed today is very like­ly being replaced with an elec­tric one at its next changeover regard­less of what hap­pens between now and then. For any­one whose exist­ing sys­tem is already age­ing, that’s worth fac­tor­ing into the tim­ing deci­sion along­side the income-cap change.

Does the Installer Actu­al­ly Mat­ter Here?

More than most peo­ple expect, and more than for solar pan­els themselves.

A heat pump’s real-world effi­cien­cy depends heav­i­ly on cor­rect siz­ing, place­ment, and air­flow, not just the unit you choose. Under­size the tank for your house­hold and you’ll run the back­up elec­tric ele­ment far more often than the heat pump itself, qui­et­ly erod­ing the run­ning-cost sav­ings the whole upgrade is meant to deliv­er. Get the place­ment wrong, too close to a bed­room wall or in a poor­ly ven­ti­lat­ed spot, and you’ll deal with noise com­plaints or reduced air­flow effi­cien­cy for the life of the sys­tem. An expe­ri­enced installer will also know which mod­els are gen­uine­ly suit­ed to Mel­bourne’s cool­er months, since a heat pump’s effi­cien­cy drops in cold air and a unit cho­sen with­out account­ing for that will under per­form every win­ter, not just occasionally.

There’s a com­pli­ance angle too: to claim the STC and VEU dis­counts at all, the spe­cif­ic mod­el has to be installed by an accred­it­ed provider and appear on the rel­e­vant approved prod­uct list. An installer who’s done this hun­dreds of times will have that paper­work right the first time; one who has­n’t can leave you chas­ing a rebate claim after the fact, or find out lat­er the mod­el installed was­n’t eli­gi­ble. Yes. The Solar Homes hot water rebate itself no longer applies above that thresh­old, but the fed­er­al STC dis­count and Vic­to­ri­a’s VEU pro­gram are both avail­able regard­less of house­hold income, and togeth­er they still mean­ing­ful­ly reduce the installed cost.

Do I need solar pan­els to make a heat pump worth it?

No. A heat pump is cheap­er to run than gas or elec­tric resis­tance hot water on grid pow­er alone. Solar improves the run­ning cost fur­ther by let­ting you shift the heat­ing cycle to the mid­dle of the day, but it isn’t a require­ment to see gen­uine savings.

Is a heat pump loud or dis­rup­tive to install?

Does it mat­ter who installs my heat pump?
