Space heating isn’t covered by that mandate, at least not yet, but it’s the bigger dollar figure of the two by a wide margin. Heating and cooling typically account for around a third of a Victorian home’s energy bill, and the Victorian Energy Upgrades (VEU) program currently offers up to $5,530 off replacing a whole-home ducted gas heater with a reverse-cycle system, with no income test at all, and combined bill savings of up to $1,140 a year on top. Unlike hot water, which we showed can shift almost entirely onto midday solar, heating and cooling don’t line up with daylight hours nearly as neatly, which is exactly where a battery starts to matter a lot more than it did for the heat pump piece.
Does a Reverse-Cycle System Actually Pay for Itself?
Yes, and against gas ducted heating specifically, it’s one of the clearest wins in home electrification.
A reverse-cycle system doesn’t generate heat, it moves it, which is why it can produce 3 to 6 units of heating or cooling for every 1 unit of electricity it consumes. That efficiency, combined with gas prices that have risen more than 40% since 2019, means the running cost gap between gas ducted heating and a modern reverse-cycle system has widened substantially in the last few years, not narrowed. It also does double duty: one system replaces both your gas heater and a separate cooling unit, which is worth factoring in if you’re currently running two systems rather than one.
How Big Is the Rebate, and Who Qualifies?
Bigger than almost any other single home electrification rebate available in Victoria, and open to every household regardless of income.
Under the VEU program, replacing a whole-home ducted gas heater with an efficient reverse-cycle system attracts a discount of up to $5,530, with no income test, no minimum system size requirement, and it applies to rental properties as well as owner-occupied homes. Replacing a non-ducted gas space heater with a reverse-cycle split system attracts a smaller but still meaningful discount of up to $1,610. Unlike the Solar Homes hot water rebate, there’s no $150,000 household income cap to worry about here at all, this one’s available to everyone, which makes it worth checking even if you’ve already been told you don’t qualify for other rebates this year. What’s the Real Running Cost Difference?
Meaningful, and it compounds every winter you keep the old system running.
Heating, ventilation and cooling typically make up around 59% of total energy use in a Victorian home, and the average household spends roughly $800 a year on space heating alone, close to a third of the total energy bill. The Victorian Government’s own figures put combined bill savings at up to $1,140 a year when a ducted gas heater is replaced with an efficient reverse-cycle system, and that’s before accounting for the fixed daily gas supply charge, worth a further $350 to $400 a year, which disappears if the heater was your last gas appliance.
Where Does Solar Fit In?
Less cleanly than it does for hot water, and it’s worth being upfront about that.
A hot water tank can wait until midday to run. A cold house at 7am in July can’t. Heating demand in Melbourne winters peaks in the early morning and evening, exactly the hours your panels are producing the least, which means a bigger share of your heating load will draw from the grid than was the case in our hot water piece. Where Does the Battery Fit In?
More than for any other appliance we’ve covered in this series so far.
Because heating demand is concentrated outside solar hours, a battery is what actually lets a reverse-cycle system run on stored daytime solar rather than grid power during a cold morning or evening. This is the appliance where the battery sizing guide principle of sizing against actual combined load, not a generic estimate, matters most, since a household’s winter heating draw can be one of the largest single loads a battery is asked to cover, in a way hot water and EV charging typically aren’t within the same week.
Ducted vs Split: Which Rebate Path Fits Your Home?
Different homes suit different systems, and the rebate structure reflects that.
A whole-home ducted replacement makes sense if you’re already running ducted gas heating and want a single system covering the whole house, and it’s where the larger $5,530 discount applies. A multi-head or single split system suits homes without existing ductwork, terraces and townhouses common across inner Melbourne, or households wanting room-by-room control rather than whole-home heating and cooling running together. Both paths qualify under VEU. Which one makes financial sense depends on your home’s layout, and it’s worth getting a proper assessment rather than assuming the bigger rebate is automatically the better outcome for your specific house.
Is This Actually Becoming Mandatory Soon?
For gas hot water, yes, from 1 March 2027. For space heating, not currently, and it’s worth being clear about that distinction.
Victoria’s Gas Substitution Roadmap explicitly states there’s no change to existing gas cooking or space heating appliances in existing residential buildings, that mandate applies to hot water only. What has changed is the direction: no new gas connections for new homes since 2024, all new homes required to be all-electric from 2027, and gas prices that have already climbed over 40% since 2019 with further pressure expected as the network shrinks. Nobody’s forcing your gas heater out early. But the rebate, the running-cost gap, and the policy direction all point the same way, and acting on your own timeline, rather than a deadline you don’t currently have, is exactly when you get to choose the system, the installer, and the price.
Does the Installer Matter Here Too?
Just as much as for a heat pump, and for a ducted system, arguably more.
A reverse-cycle system’s real-world performance depends on correct sizing for your home’s floor area and insulation, and on ductwork that’s properly sealed and balanced, not just the unit itself. An undersized or poorly ducted system will run constantly without ever quite reaching temperature, which erodes the efficiency gains you’re paying for. As with heat pump hot water, the VEU discount can only be claimed through an accredited provider installing an approved product, so it’s worth confirming that upfront rather than after the invoice arrives. What happens to my gas connection if I replace my heater but keep gas cooking?
You’ll keep paying the daily gas supply charge as long as any gas appliance remains connected. The supply charge saving only applies once every gas appliance, including cooking, is removed.
